The goal of this project is to support the building of exemplary
Technical Assistance (TA) to support the David and Lucile Packard Foundation’s
Summer Learning Matters Initiative with the capacity to support the diverse
needs of after school summer learning programs across the state. The SCCOE
would receive $485,000 from the David and Lucile Packard Foundation from
January 1, 2012 to December 31, 2012.
Administration recommends approval to submit a non-competitive grant for
Advancing Summer Matters Initiative through Technical Assistance Capacity
Building.
Organizational Effectiveness (OE) funding from the David and Lucile
Packard Foundation will enable ASAPconnect to modify their existing technical
assistance (TA) provider online directory, to increase participation and
registration of users in a more efficient way.
The SCCOE would receive $21,432 from the David and Lucile Packard
Foundation, for the 2011-12 program years.
Administration recommends approval of submission of a non-competitive
grant for Afterschool Assistance Providers Connect (ASAPconnect) Technical
Assistance Provider Directory Project
* F. Request Approval of Resolution in
Support of Expansion of Workability II Program 2011-2013
The California Department of Rehabilitation has allocated to the Santa
Clara County Regional Occupational/Workability II Program $65,519. These funds are to be used to hire one .50
FTE Job Developer Specialist to maximize services provided to consumes in the
area to obtain job employment preparation, job development and job retention
services. Administration recommends
approval of resolution in support of expansion of Workability II Program
2011-2013.

On October 17, 2011, the Charter Schools
Department of the Santa Clara County Office of Education received a petition
from Leadership Public Schools- San Jose seeking renewal of the charter. On November 16, 2011, the County Board Held a
public hearing, at which two speakers spoke in support of the charter school
land its renewal. Administration recommends approval of the renewal petition
for Leadership Public Schools – San Jose for the period July 1, 2012 through
June 30, 2017, with the stipulation that noted deficiencies in the required
elements be strengthened before a contract is signed.

On November 4, 2011, the Charter Schools Department of the Santa Clara
County Office of Education received a petition from Rocketship Education
seeking approval to open Rocketship 9 as a countywide charter school, in the
Alum Rock Union School District. The
proposed opening year for the school is 2013-14. On November 16, 2011, the County Board of
Education held a public hearing. COE staff reviewed the petition utilizing the

written findings prepared by Counsel to complete the approval of Rocketship 6.

* Z. Request Approval to Increase Board
Compensation
California Education Code 1090 provides that, “On an annual basis, the
county board of education may increase the compensation of individual board members
beyond the limits delineated in this section, in an amount not to exceed 5
percent based on the monthly rate of compensation. Any increase made pursuant
to this section shall be effective upon approval by the county Board of
Education.” Administration makes no
recommendation.
11. INFORMATION ITEM
* A. First Interim Financial Report for the
Fiscal Year 2011-12
The State requires county
offices of education and school districts to prepare two interim financial
reports per fiscal year. This First Interim Financial Report covers
actual expenditures July through October 2011 and budget projections for this
year and the subsequent two years. The County Superintendent has
certified “positive” that based upon current projections the County Office will
meet its financial obligations for the current fiscal year and subsequent two
fiscal years. Pursuant to Education Code
sections 1240 and 33127, the County board of Education is required to review
and file the report.
The
county superintendent will give reports on any activities related to his duties
as the County Superintendent of Schools.
